In 2017 the Norwegian Ministry for Oil and Energy gave the Norwegian Water Resources and Energy Directorate (NVE) the task of delivering a proposal for a national framework for onshore wind power. The reason for this is that the government wishes to facilitate the long-term development of wind power in Norway.

The proposal was submitted to the ministry on 1st April 2019. The report provides a knowledge base for the consequences of onshore wind power and a map which illustrates 13 larger areas deemed suitable for the development of onshore. wind power. The areas are defined on the basis of wind resources and network capacity, and are offset against societal and environmental considerations.
